Appropriations
Still Pending

The next step in the appropriations process is Senate approval. The
Committee indicated the bill is expected to reach the Floor within a week or
so.

New Deputy,
Special Assistant
For OVAE

Assistant Secretary Carol D'Amico recently announced that Hans Meeder will
become OVAE's Deputy Assistant Secretary for Policy and Planning beginning
October 21, and that recently arrived Anne Campbell is serving as Special
Assistant to the Assistant Secretary. Meeder will focus on policy, research
and legislative matters. Rob Muller will continue as Deputy Assistant
Secretary with a focus on program management and operations. Meeder comes
from the National Alliance of Business where he served as Senior Vice
President for Workforce Development. He directed work building
school/business partnerships, strengthening community colleges' roles in
training and economic development, addressing skill shortages in information
technology, and promoting e-learning. Campbell comes to OVAE from a
Washington political consulting firm that provides strategic advice on a
wide range of issues. 

Annual Report
Deadline Dec. 31

State Directors: be aware that the deadline for submitting Annual
Performance Reports for 2000-01 is December 31, 2001. Mailed reports will be
accepted as meeting the deadline based on the postmark date. Reports
delivered by FedEx, UPS or other service will be accepted based on the date
shipped. What if your state does not meet the deadline? We anticipate that
states not submitting all the required information--including performance
information--by December 31 will not be considered for Workforce Investment
Act incentive awards which are based on a state's performance in Title I,
Title II and Vocational Education. Missing this deadline would make the
whole state ineligible for incentive awards.

DC Rolls Out
Winnebago Lab

The District of Columbia's state education agency "rolled out" its new
literacy outreach tool October 17--a 37-foot Winnebago loaded with high tech
tools for literacy training and teacher professional development. Nicknamed
"The Transformer," it offers 12 networked computers, high definition
television and other literacy tools. It will serve as an extension of the
