[NLA] Policy Update -- FY 02 funding proposals for adult education and family literacy

Yesterday, the U.S. House of Representatives approved FY 02 funding for
adult education and family literacy programs.  Also yesterday, the U.S.
Senate Appropriations Committee announced its funding proposal for FY 02.
