NLA colleagues: The October 2001 issue of Basic Skills, the official
magazine of the Basic Skills Agency in the United Kingdom, includes an
article based on a research note that I posted on the NLA list September
2, 2001 entitled The Fall From the Summit in Fall 2001. This note calls
for national leadership to inquire into the quality of "lower end"
performance targets for the AELS, stem the drastic declines in
enrollments in the Adult Education and Literacy System of the United
States, and greatly increase the funding of the AELS. It also calls for
a national commission, with the high level visibility of the Moser group
in the UK, to produce a powerful policy oriented report on the AELS.
The October 2001 issue of Basic Skills will be posted at
www.basic-skills.co.uk in a short time.
