NLA Discussion: USDE Policy on Serving Students with Diplomas

NLA...The diploma issue has come up before..there are "those" who do not want 
this to come up because it is such a negative reflection on the K_12 system 
of granting diplomas...But the fact is that in our country we know there are 
thousands od people with diplomas who do not have basic skills...let's be 
honest about this...
