NLA Discussion: Meeting the Needs of Out-of-school Youth

As high stakes testing takes its toll on more and more students at a
younger age, there needs to be more dialogue between secondary educators
and adult educators.  The 16-21 year olds are young adults but many have adult 
experiences.  We will make greater gains by a joint articulation of the 
issues. 

The policy implication is to encourage the development of state and local 
task forces that bridge the gap and invite both adult and secondary educators 
to discuss the issues.  We cannot write off high schools for failing students 
when these same students drop out of adult programs with the same frequency.  
Strategies used in adult programs can shore up secondary schools and the 
reverse is also true.
