NLA Discussion: Quality Indicators for adolescent GED program

Since we have begun a discussion of probable changes with a possible new wave 
of adolescents into adult education as a result of ending "social promotion," 
does anyone have recommendations for indicators of program quality for an 
adolescent/youth-centered ABE/GED program?
