Catherine,

"Return on investment" has an economic (econ 101) root as well as a stock 
market one.  Manure on a field leads to a return on investment.  Literacy 
leads to returns on investment in lower mortality risk, child survival rates, 
and so on.

This is outside any way that Tom might be using the term.
