Texas is a state that has faced and is now facing a major downturn in state revenue. GW Bush's much ballyhooed state tax cuts reduced state revenue below what it actually takes to operate state government, including the public schools and higher education.
Now the state economy is taking a downturn--everytime gasoline prices drop, like they have in the last few months, state revenue takes a dive because Texas is an oil producer state. Everyone else's gain (lower gas prices) is our pain (less tax revenue).
Short of joining OPEC, there is not much the state will do to address this shortfall other than cutting services. The state legislature will go into the next biennial session looking to slash state expenditures.
Get ready, Texas. Our time will come.
