[NLA] Adult Education in the US and UK

I have reprinted Tom Sticht's piece on Adult Education in the US and UK (in a 
more  readable form and font - one page) and will pass it out to all our 
staff and literacy coalition members.
I think Tom's 4 lessons should/could be the basis for any literacy 
legislative platform: They ensure that we will stay focused on what matters 
to adult students.  They are simple and memorable. They focus on the learner 
and not on the economy.  Bravo, Tom!
