NLA Question: Education levels

Does anybody know any more about a recent report that stemmed from third
grade testing that indicated the separation between those who were
grasping the skills and those who were not grasping the skills was
getting bigger?  They seemed to be saying that the gap between the
skilled and unskilled was widening.  In the third grade?

I only caught part of the news report from a day or two ago.  It might
be interesting to know more of the details.
