The position of adult education in the TANF universe is governed by the
state plans that were filed by all of the states for the use of those funds.
Here in New Hampshire we have 10 sites, administered by the largest adult
education program in an area and paid for by TANF, that provide 30 hours a
week of class time for all students.
The stated policy for TANF clients in terms of referral to these programs
makes this the first option of choice for any client who does not have a
high school diploma. They may opt for work but that is their decision.
