NLA Discussion: AELS Budget

The President's reading initiatives are not targeted at adults, they are
targeted at early intervention with children.  The concept is that by
addressing literacy development early fewer children will be identified
as LD later in life.  It is clear that adult literacy is not as high of a
priority as early childhood literacy for this Administration.
