FYI, TANF is predicated on a theory of 'labor force attachment' as embodied 
in Work First.  TANF recipients are not entitled to be educated or trained 
for employment.  Instead, their mandate is to find a job, any job, before 
their time limits on TANF are exhausted.  If they are unsuccessful in finding 
a job, they may be considered for education and training, but they are not 
entitled to receive it.  Those who make it into education and training are, 
by definition, those least able to find employment, often because they lack 
literacy and/or technical skills.  Although they generally are at the lowest 
levels of literacy, their training must be employment focused and time 
limited.

Not a pretty picture, but the result of the so-called welfare reform 
legislation signed into law in 1996.
