NLA INFO: President's Budget Proposal for FY02

This morning President Bush released his proposed budget for next year.
This is an early step in a long process that will include both the U.S.
House and U.S. Senate developing their own budget proposals, and eventually
reaching compromises on any areas of disagreement.  The Senate last Friday
passed an amendment indicating that it may recommend funding education and
training at higher levels than the President.  

The President's budget proposal would fund adult education state grants and
prison literacy programs at the same level as this year:  $540 million for
state grants and $5 million for prison literacy.  The state grants program
helps fund many local ABE, ASE, and GED programs across the country (as
grants distributed by state education agencies), and also includes English
Literacy and Civics Education grants to states.

The President's budget also proposes a 32 percent cut for the Department of
Education's line item for National Leadership, which funds research,
demonstration, and evaluation projects by the Office of Vocational and Adult
Education (OVAE), from $14 million to $9.5 million.  Finally, the
President's budget would increase the National Institute for Literacy's
funding by .9 percent -- from $6.5 million to $6.56 million.  I don't have
the numbers yet for Even Start, the Reading Excellence Act, or Community
Technology Centers, but will post them when they become available.
