NLA discussion: waiting lists issue

WAITING LISTS ISSUE: In programs in RI, notably The Genesis center in
Providence, we found that dealing with waiting lists can be problematic for
both learner and program. For learners, staying on a waiting list
semester after semester is frustrating. Being resourceful as most adult
learners are, many put themselves on several lists. At the same time, for
programs, trying to locate folks once on the list can be difficult if not
impossible, due to changing addresses, phones, etc. Genesis put a cap of
100, and gave each applicant a list of other local programs; also
encouraged learners to come early for enrollment days. Not perfect, but
a management issue.
Objectives for programs, learners, advocates differ/
A 'national' wait list makes no sense for programs - does indicate to what
extent need outstrips slots. Collecting the data seems nightmarish.
Aggregated estimates of state applicants vs. slots could at least reflect
the national level of unsupported need - perhaps support for the federal
argument. Increased learner voice seems an additional and more powerful
strategy?
