As I suggested in a post a few weeks ago, I've always held the suspicion that 
the "powers" aren't and haven't been interested in a thoroughly democratic 
process.  This can be traced right back to Madison and Hamilton, who argued 
that the "masses" were incapable of rational governing, and that a Federal 
government would serve to make the impulsive, irrational, reactionary mass 
movements easier to contain (along, of course, with making interstate trade 
easier by means of common currency and uniform tariffs - sort of an 18th 
century NAFTA).
