NLA Discussion: Five Year Plans

Charles, and other State ABE Directors,
I think you have a great suggestion that the NLA list might be a forum to
discuss state Five Year ABE Plans. I wonder if you, Charles, or
another State ABE Director might put this in context for NLA subscribers
who may not know what these Five Year Plans are, the legislation that has
called for them, the time constraints which ABE State Directors may feel,
and opportunities that this might afford practitioners to have a voice in
these plans.
