The quote, "Literacy IS workforce development" came from an adminstrators
workshop, much of which was centered around workforce development 
issues. The underlying intent comes from the potential shift away from
providing literacy instruction to those who are entering the workforce,
thus, according to many, ill-prepared to begin and possibly stuck in
very low level tracks at work for a long time. This was the feeeling of many
in attendance.
