NLA Question: Numbers in Performance Measures

In Louisiana, adult education and literacy funds flow through the Department
of Education, mostly to LEAs. Can anyone tell me what is their state policy
on counting students who spend part of the year in the K-12 system, and part
of the year in an adult ed program?
The problem: in Louisiana, the Minimum Foundation Funding is tied to a
district's enrollment on a single day in October. The system gets money for
each student enrolled on that day--if the student is encouraged to drop out
and to enroll in adult ed for a GED the next week (happens often!!!), then our
new adult ed formula for funding counts him also. Do any of you have a
resolution to keep from double counting??? Of course, funding is inadequate
for education or this wouldn't be an issue, I realize...
