The is a specific issue related to what has now been labeled the Beder
flap.  When I write a draft research report, I always clearly mark it,
"draft, do not quote."  I do so because in double checking the analysis,
and after getting input from other researchers, the report often changes
between its draft and final form. Sometimes the changes are significant.
The "do not quote" is to protect both the researcher and the public.  I
did not do this on the email message I posted on NLA but I did indicate
that the findings were preliminary.  In the future, I will either  use the
do not quote convention when posting preliminary findings via email or I
will not post at all.  To do so may not have legal status, but at least it
will make the intent clear.

I did not name Dave Speights in the posting which triggered this discussion.
Dave has named himself and deserves credit for doing so.

It would be nice to have a scholarship, building or road named after me
someday... but a flap?  This is not about me folks.
