In regard to Silja Kallenbach and others concerned about
keeping the broader issues in adult literacy programs:

I have begun teaching literacy studies in an English 
Department graduate program and have no experience (yet)
with teaching adult literacy (outside college students).

But from what I am learning on this list, literacy for
civic participation is one aspect you fear may be lost
if "workfare" narrows conceptions of what adult literacy
programs should concern themselves with.  This is an
important part of my college teaching of literacy.  I
have tried to keep college literacy from being narrowed only to
reading and writing in professional academic specialities. There
are few places in college today where one focuses on literacy 
for citizenship.  

Am I right in reading this concern?
