[NCL_Update] Appropriations Negotiations Continue

Appropriations Update
November 4, 2003

Conference negotiations on the appropriations bill for the Departments of
Labor, HHS, Ed continue. The latest Continuing Resolution (CR), which covers
all the bills still unresolved, expires Friday, November 7th.  It is very
likely another CR will be needed since negotiations are not expected to be
concluded by Friday. The bill is being held up over issues that are unlikely
to impact funding decisions for adult education.

A decision will be made soon about whether to roll the Labor-HHS-Education
appropriations bill into the omnibus appropriations bill.  That would mean
that the following spending bills would be a part of the omnibus bill --
Commerce-Justice-State, Agriculture, District of Columbia, and possibly
Labor-HHS-Ed.
 
If Congress is able to pass the Labor-HHS-Ed appropriations bill, we hear
that conferees may split the difference for State Grant funding, although no
one has seen any official numbers. The NCL did urge conferees to go with the
level requested in by the President and approved in the House.
