Dear Colleagues:

As many of you know, there is currently a national campaign to increase
federal funding for adult literacy education (i.e., Workforce Investment
Act, Title 2) from $565 million to $750 million.  Attached are two
letters written by Senators Cantwell (D-Washington) and Snowe (R-Maine).
The first letter is a "Dear Colleague" letter addressed to all members
of the Senate that asks them to sign on to the second letter. The second
letter is addressed to Senator's Harkin (D-Iowa) and Specter
(R-Pennsylvania), the chair and ranking Republican member of the Senate
Appropriations Subcommittee on Labor, Health and Human Services, and
Education.  This letter reviews the national statistics on adult
literacy and asks them to support a substantial funding increase.  

It is very important for the field to get as many Senators as possible
to sign on the "Dear Colleague" letter by March 30.  Please call the
offices of your two US Senators (Clinton and Schumer in NYS) and ask to
have the Senator sign the Cantwell-Snowe Dear Colleague letter in
support of additional funding for adult education. If the staff person
says that (he/she) will check with the Senator, offer to call back in 24
or 48 hours for the answer. If the answer is yes, then please consider
sending thank you letters from your program. If the answer is "they are
not sure" or "no," then please consider organizing a large number of
telephone calls to the Senator's Washington office asking the Senator to
sign on the letter.

For those of you who live in NYS, Senator Clinton's phone number is
202-224-4451, and Senator Schumer's phone number is 202-224-6452.
Please note that both Senators Clinton and Schumer signed a similar
letter last year.  To find the phone number of any other US Senator, go
to http://www.senate.gov/general/contact_information/senators_cfm.cfm.
