Dear Colleagues:
Below is an advocacy alert from Art Ellison, Legislative Policy Co-Chair
for the National Council of State Directors of Adult Education (NCSDAE).
As you may know, the President has proposed level funding for Workforce
Investment Act (WIA) Title 2 (federal adult and family literacy funding)
at approximately $570 million. The NCSDAE has launched a national
campaign to increase this funding to $750 million.
In addition to the action alert, I have also attached two updates from
the NCSDAE. The first describes their recent meetings with key staff on
Capitol Hill to discuss their proposals for WIA reauthorization (to view
the NCSDAE proposal, go to
http://www.ncsdae.org/myweb/Policy_Updates.htm). The second describes a
visit to a learning center that the NCSDAE arranged for Congressional
staff.

We are about to start the formal appropriations process for the FY08
federal budget with the House Appropriations Subcommittee on Labor,
Health and Human Services, Education and Related Agencies hearing during
the week of March 19, 2007. Those of you with House members on this
subcommittee received an action alert last month asking for contacts
with these subcommittee members. This current alert again asks for
action on the part of our network in those states with representatives
on this subcommittee, but I am sending it to everyone for informational
purposes
Since this hearing is scheduled for the week of March 19 it is important
that we switch our contacts from letters to telephone calls. The message
is for the Representative to support a "substantial increase in funding
for adult education in the FY 08 budget". The 16 members of this
subcommittee are key to our efforts to increase funding for our current
and future students. We need at least 250 contacts from the adult
education community to each member, 500 would be even better. The
telephone calls should come from as many adult education programs as
possible in the Congressional district and they should go to the
Washington office of the member of Congress.
It would be helpful if you could let me know about any comments on the
potential for funding that are received from staff members in any of
these offices.
HERE IS THE LIST OF THE KEY MEMBERS OF THE HOUSE THAT WE NEED TO CONTACT
IN THIS CURRENT EFFORT:
Democrats-Chair-David Obey-Wisconsin, Rosa DeLauro-Connecticut, Jesse
Jackson-Illinois, Patrick Kennedy-Rhode Island, Lucille
Roybal-Allard-California, Barbara Lee-California, Tom Udall-New Mexico,
Michael Honda-California, Betty McCollum-Minnesota, Tim Ryan-Ohio.
Republicans-Ranking Member-James Walsh-NY, Ralph Regula-Ohio, John
Peterson-Pennsylvania, Dave Weldon-Florida, Michael Simpson-Idaho,
Dennis Rehberg-Montana.
We are close to having the Dear Colleague letter ready to go in the
House. Very soon you will receive an alert asking for contacts with all
members of the House who are not on the Appropriations Committee asking
the member to sign the letter which will ask for a substantial increase
in adult education funding. Thank you for your continued efforts.
Art
