Greetings! May this email find everyone well at this point in time
Many of you would like to know, why I do not longer support GLC.
Here are the facts of mine story. On September 2003, two months after my arrival from the Dominican Republic, I begin to develop a community access mapping and Need Assessment from which The Leadership Development Education Program came out. I developed an abstract of the project and searched for the supporting documentation of the program. After that I developed a project documentation and feasibility plan, with identification of possible funding sources, which led me to the program strategic and action plan. I begin the first part of the project time frame and started to research for possible partners for the project, with the intention to complete the first part of the project development
During my research on 2004 at Lehman College, I came across with a flyer promoting a Leadership Conference at NYU, I signed-up for the training. During the training I meet Mr. David Greene, Mr. Miles and some other members of the Grassroots Literacy Coalition. I noticed a niche inside the Coalition presentation of the conference, so I approach Mr. Greene with the idea of creating a partnership or collaboration for the Leadership Development Education Program. Few days later, I begin presenting some abstract of the project to the coalition and after talking about it, we agreed on implementing the project in collaboration.
On August 2005 I submitted a Leadership Development Education Sponsorship Proposal to the coalition. To which, Mr. Greene reply and I quote; Im sure the GLC will co-sponsor, and we can work closely. After working with the details of the sponsorship request, the proposal was honored. We do not write down a Memorandum of Understanding or Partnership or Sponsorship Agreement, because during the process of negotiation, the Coalition offers me the position of Project Coordinator for the New York Bill of Rights for Adult Education and later Office Manager, to conclude with the position of Secretary of the Board. So, to mine understanding us (the Coalition and I) no only agreed to collaborate, but also to work side by side.
As a result on November 2005 I begin to submit funding request proposal to Latino Pastoral Action Center and Verizon Foundation for the project. In separate application with submit grand request to North Star Funds and the Anderson Rogers Funds for the Coalition operation capital. On July 2006, I received a letter with a check for $3,000 from the Verizon Foundation and a check for the amount of $4,700 from the Latino Pastoral Action Center. Both checks came in the name of the Paulo Freire Institute for Popular Education, which function as Fiscal Sponsor for the grants.
Training schedule and supporting materials was presented, a detail of contents and presenters was discussed several times, layout brochures and flyer as well as poster and some other marketing materials was reviewed and approved. Details about the budget and other logistic of the training was questioned and talking about it, than training speakers and location and timeline was submitted a Project Outline and Timeline to the GLC. After that all other documentation and training support materials was presented to request the allocation of the funds to execute the project and was told by Mr. Greene, Co-chairman of the GLC and President of the Paulo Freire Institute that he can not release the funds until he get the proper documentation.
I request in writing the details of the missing information to Mr. Greene, because as the date the proposal was submitted for approval, all the information was clear to every party involved. Up to the point of getting the grants for the project all information was accrued and updates all documentation as clear. After waiting for a while for a writing answer from Mr. Greene. He does not present any sign of collaboration toward the project or to move forward. The Leadership Development Education was placed on hold and after working overtime to get it back in track, all efforts failed. Since I have not received the proper information about what was missing from the propose program. I most move on with the project; therefore, the Leadership Development Education will no longer be a part of the Grassroots Literacy Coalition.
I was able to get in contact with other organizations that are willing to test the feasibility of the project. The project vision and mission are very important for many people like me that do no have literacy, leadership or civic participation opportunities, but most importantly this program will fit them to accomplish the American Dream and will serve as a Welcoming step for those looking to become Community Leaders.
I hope this answer your question clearly, in case you would like to see the project documentation and support materials, I will be more than glad to email this information to anyone interested. Once again, thanks everyone for your support and collaboration I look forward to sharing success with all of you in the near future.
In literacy and leadership,
Pedro Fulgencio, Coordinator
Literacy, Leadership and Civic Participation Program
