Subject: IMMEDIATE ACTION ON SPECTER/HARKIN AMENDMENT
Action is expected on the floor of the Senate on Thursday of this week. The passage of the Specter/Harkin Amendment is crucial in our fight to increase the potential funding for a wide variety of health, human services and education programs, including adult education, for FY 07.
While the letter below provides some detail on the amendment our efforts in support of this action need to be taken by TELEPHONE. Starting immediately telephone calls should be made to office of all US Senators, except for Specter and Harkin, asking the Senator to "SUPPORT THE SPECTER-HARKIN AMENDMENT TO THE FY07 BUDGET RESOLUTION". Callers should identify themselves as members of the adult education community.
The calls need to be made today, tomorrow and on Thurs. before noon. Let's see if we can get a total of 100 calls to each Senator during this three day period. Thank you in advance for you continued efforts. Art Ellison

SUPPORT THE SPECTER/HARKIN AMENDMENT TO THE BUDGET RESOLUTION March 14, 2006
The adult educators of our state are asking you to vote in favor of the amendment to the FY 2007 Budget Resolution that is being offered by Senators Arlen Specter and Tom Harkin. This amendment will add $7 billion to functions 500, 550, and 600 to prevent the damaging cuts and program eliminations slated to occur within these accounts among programs serving children, students, the elderly, the poor, and the infirm, as well as programs designed to promote advances in medical science or better equip America's workforce for an era of intense global competition. The range of constituencies and needs encompassed by the programs within these budget accounts is broad. However, the common characteristic of these programs is their focus on strengthening this nation by investing in and improving the quality of life of its people, especially those most vulnerable. The $7 billion this amendment adds to the President's budget request is fully paid for by extending the advance spending cap
by a like amount, and therefore will not add to the deficit. A vote on behalf of this amendment will, however, speak loudly about the priorities of this Congress and its desire to invest in the betterment of its citizens, and to sustain our nation's economic and scientific edge.
