[GLC] immigrant drivers license campaign & Real ID Act

Hello GLcers. I failed to include attachments in my message yesterday. Sorry. The most urgent ones are included now.
To recap: A coalition of advocacy groups, community groups and labor unions have been working very hard to undo the harm of punitive legislation and policies towards immigrants. For example, many of you probably know that Gov. Pataki has been trying to revoke driver's licenses of those who cannot show a valid social security number. Earlier this year he was stopped by a court ruling, but then Congress passed the Real ID Act.
As a federal law, the Real ID Act supercedes state policies. But states have the right to opt out of complying with some parts of the Real ID Act if they think that the law is too burdensome for cost reasons (unfunded mandates) or other reasons. The New York City Council has introduced a resolution urging the State to opt out of the Real ID Act.
