Dear Colleagues,
The following memo from Art Ellison is a very enlightening analysis of the
House vote on the Budget Resolution. As you will see, two of the Democrats
who actually missed the floor vote were Representative Ed Towns from
Brooklyn and Representative Rothman from New Jersey.
As you will further see, among the 14 Republicans who crossed party lines
and voted against the Budget Reolution were Representatives LaBiondo and
Saxton from New Jersey, and Representative Boehlert from New York. If you
are represented by any of these members, you should call them and encourage
them to contact Representative Ralph Regula, Chair of House Appropriations
Subcommittee on Labor, Health and Human Services, Education and Related
Services, and have them express their support for full funding of adult
education in the House's appropriation bill.

Re: Analysis of House Vote on FY 06 Budget Resolution
There are some interesting lessons to be learned from an examination of the
US House of Representative vote that approved the Budget Resolution for FY
06 by a 214-211 margin.
Of the ten members who missed the vote seven were Democrats. Since the
resolution was approved on a party line vote, it probably would have been
defeated if the seven Democrats and the three missing Republicans had
voted. The Democrats missing the vote were Filner-California,
Jefferson-Louisiana, Rothman-New Jersey, Towns-New York, Clyburn-South
Carolina, Ford-Tennessee and Doggett-Texas.
Fourteen Republicans crossed over and voted with the Democrats against the
resolution. These members are probably supportive of our position to
restore funding for adult education and a variety of other education and
social service programs. Those Republican members were:
Johnson-Connecticut, Simmons-Connecticut, Castle-Delaware, Leach-Iowa,
Johnson-Illinois, Gutknecht-Minnesota, Ramstad-Minnesota, Jones-North
Carolina, Bass-New Hampshire, Goode-Virginia, LaBiondo-New Jersey,
Saxton-New Jersey, Green-Wisconsin and Boehlert-New York. Any of these
members who did not sign the Dear Colleague letter should be encouraged to
contact Representative Ralph Regula, Chair, House Appropriations
Subcommittee on Labor, Health and Human Services, Education and Related
Services indicating their support for full funding of the adult education
appropriation.
