[Bestplus] Basic information for all

Thanks for the directory.  I have a question: 
What does the "Students" column represent? total ESOL enrollment, number of slots in classes that will get BEST Plus/ # of expected administrations of BEST Plus? or .....?
Depending on your answer, SCALE's number may need some adjusting.
