Jeff - in NYC, and I presume elsewhere in the country, TANF recipients were required to attend adult ed classes in combination with work, so the numbers presumably increased. One caveat, however, is that thousands of recipients were shifted from traditional adult ed programs and moved into welfare education programs, at least in NYC, so it's hard to know how the numbers, overall fall out. I do know that there was an extraordinary drop in the numbers of welfare recipients who attended the City University of NY.

Can anyone point me to any research on the national impact of the TANF program on adult education enrollment and/or retention since it went into effect? I am aware of several papers from back around the middle part of the last decade that indicate that participation in education in general went down among welfare recipients after TANF replaced AFDC back in the 90s, but I'm not aware of research that zeroes in on adult education enrollment/retention specifically.
I'm *not* looking for case studies of programs that have increased the number of TANF recipients enrolled, but whether nationally, overall, participation in adult ed among TANF recipients went up or down.
I apologize ahead of time for cross-posting and/or if this information is easily found, but after poking around a little I could not come up with very much. Happy to share what I find out.
Thanks,
Jeff
