[AAACE-NLA] Pre- and Post-NIFL Agenda

The system ate itself.  Responsibility was shifted as a form of 
reflection. New and improved methodology ended up being at least 50% 
less effective than the original scheme that was developed via 
"experience" as to what works and what doesn't.  Now they have to return 
to the beginning and re-teach the teachers ...........??
