[AAACE-NLA] any cities or counties?

Hello Everyone,
I know David has been seeking information around where people see or
have their adult education funding in the State but I have a slightly
different question. I want to see if a few folks can help me gather some
info.

Philadelphia recently elected a new Mayor.  Michael Nutter started in
January and he has identified education as an important part of his
office.  He has already met with local adult literacy providers who are
funded by the Bureau of ABLE in the PA Department of Education.  This
group of providers meets every other month as a part of WIA title II
mandate.  We do discuss the needs of our region. Outside of this group
of providers there are many more agencies in Philadelphia who offer
adult education services using other funding sources (i.e., United Way)
as well. 

In the city we do not have a system in place to serve the adults in
Philadelphia for adult education.  This is true of many cities.  People
can go to the community college, go to classes at our public school, go
to a union and get instruction, go to a community based agency and also
attend classes or get tutoring etc....

Here's the question...does anyone know of a city or county that has
instituted a system that incorporates various types of agencies (i.e.,
colleges, community colleges, community based agencies)to offer adult
education services?  Obviously I would want to know if it has been
successful or not.  

How would something like that look like? I guess this is the good old
think out of the box scenario.  If you could build one (adult education
services system) what would it look like?
