Ryan,
I am, as David Rosen is, doubtful that OVAE will be able to respond to the
two questions you have posed. I too would like to have that information and
have been asking ProLiteracy and OVAE to look at the distribution of federal
dollars to CBOs in order to make some determination as to progress in meeting
'direct & equitable' statutory responsibilities under WIA Title II law for
several years. The mix of state and federal resource is better information and
more indicative of if and how CBOs are being supported. Last year I put
together the attached spreadsheet from the data contained on the ProLiteracy Web
site. It reflects information provided by member programs. I have been told
that there are significant discrepancies in the information. Nonetheless,
since the majority of ProLiteracy members are CBO/volunteer programs it may
provide a start for you.
Your question about how much state's spend per student is even more
intriguing. Julie Strawn's recent policy brief Policies to Promote Adult Education
and Postsecondary Alignment (http://www.caalusa.org/publications.html) indicates
that the national average is $645 including all public sources. What would
be more interesting is the range and difference between the mean and median
which I suspect is very significant? Also looking at the difference in the
money spent per year by sector. How much is spent per year, per student in CBOs
versus secondary and/or postsecondary programs? In the era of NRS, judging
results based upon some notion of sufficient and adequate investment of
resource must be considered. How can the government hold a program receiving half
or a third of what another receives equally responsible for similar results?
