Anyone on the list from Australia?

The new ALL report on adult literacy (ABS report number 4228.0) compares the
percentages of adults in five literacy levels in 1996 with the percentages
in those same levels in 2006. But the 1996 numbers the new ALL report gives
are different from the 1996 numbers in the original 1997 report from OECD
called Literacy Skills for the Knowledge Society. In that report there were
17 percent of adults in the lowest Prose literacy level (Level 1) but the
new ALL report shows 19.7 percent of adults in 1996 in Prose Literacy level
1. Why the difference? Anyone know?
