[AAACE-NLA] Lobbying Definition & Restrictions?

I think lobbying of federal employees for their own raises would be one example. Or a state employee would fall under this. A state librarian could not lobby for raises such as her or him being a state worker. Policy would be ok. Lobby for internet access to rural Iowa or money for updating internet service is ok. A trustee or stakeholder as an adult learner could lobby because they are not federal or state employees who work directly for the government. Hope this helps
