There were lots of state evaluations in the 70's and 80s because the 
states needed them to demonstrate accountability to their 
legislatures. With the advent of the NRS, however, the states started 
to use these data for accountability and the number of evaluations 
declined.  I do not know of any in recent years.  In 1999, I reviewed 
impact and outcomes as a NCSALL project.  You can get the report
