AAACE-NLA Colleagues,
So far we have state adult literacy education funding news from 16
states. Let's hear from every state so we can get a realistic picture
of what's happening on the state level in funding for adult literacy
education.
The question is:
1. For the FY that begins in 07 and ends in 08 in your state, in
comparison with the previous year, did your state funding (not
federal funding) increase, decrease or stay the same.
2. If it increased or decreased, by how much?
3. And how much is your state (not federal) funding for 07-08?

INCREASES (10 states)
Arkansas: Over a 10% increase of $1,968,475, bringing the state total
to $21,447,968.
California: 2.5% Cost of living increase. Roughly, $700 million.
Budget has not been finalized yet.
Connecticut: one million dollars, nearly a 5% increase, for next
year's budget bringing the state total to $20,596,400 and an
additional million for the following fiscal year
Georgia: $3,261,376. State funding for 07-08 is $16,016,600.
Montana: $275,000, nearly a 100% increase. State funding for 07-08 is
$525,000, and this is the first increase since 1998.
New Hampshire: 60% increase in state funding in the biennial budget
recently signed by the Governor for FY08,09. The increase brings the
federal/state funding ratio to approximately 40% federal and 60% state.
New Mexico: State funding increased for FY 07-08 by $581,000, nearly
10% increase to $6,415,100.
Pennsylvania: $4.9 million, 26% increase over 06-07
Rhode Island: $2 million, 41% increase over 06-07
Tennessee: $2.5 million, 78% increase over 06-07, bringing the state
total to $5.7million
LEVEL FUNDING (5 states)
Arizona: $4.4 million
Colorado: $200,000 to fund the Colorado Family Literacy Education
Fund grant program, limited to adult learners who are parents of
eligible children in a family literacy context.
Indiana: $14 million
Michigan
Texas
DECREASES (0 states)
OTHER (1 state)
Massachusetts: $30,101,348 for ABE in FY '08. Last year,
$29,522,628 which was supplemented by an additional $3,000,000 passed
as part of an Economic Stimulus Bill. If you consider the original
amount passed in the budget, this is an increase of $578,720.
However, ABE administrative and other costs that totaled $2,214,197
in FY '07 have been moved to a separate Department of Education line
item, so the increase compared to the original amount of the budget
is $2,792,917. Compared to the total including the one-time
appropriation from the Economic Stimulus bill, this is a small
decrease of $207,082.
