Here is the response from Tennessee. You asked:
1. For the FY that begins in 07 and ends in 08 in your state, in comparison with the previous year, did your state funding (not federal funding) increase, decrease or stay the same.
Increased.
2. If it increased or decreased, by how much?
By $2.5 million
3. And how much is your state (not federal) funding for 07-08?
$5.7 million
This increase was due to a coordinated advocacy effort organized by a task force of program administrators on their own time, using an inside/outside the beltway approach.

Hello Carl and other colleagues,
The purpose of my question -- one I have asked each year on th AAACE-
NLA discussion list for three years -- is to get a sense of whether
or not _state level_ funding for adult literacy education is
increasing or decreasing. As nearly everyone on this list is aware,
federal funding for adult literacy education the past several years
has not increased. Indeed, without a massive and well-organized
effort from the field, it likely would have been slashed by 2/3.
While I hope we will turn that pattern around with the next federal
administration, and Congress, and I believe we must continue to
organize and push at the federal level, in many states, over the same
period of time, there have been gains, even significant ones.
The focus of my question is simple:
1. For the FY that begins in 07 and ends in 08 in your state, in
comparison with the previous year, did your state funding (not
federal funding) increase, decrease or stay the same.
2. If it increased or decreased, by how much?
3. And how much is your state (not federal) funding for 07-08?
I understand that the answer may not always be that simple. In my
own state, depending on whether or not one counts a one-time
allocation, the news for the upcoming year could be good or bad. So
in answering the question, a judgement call may be needed. Keep in
mind, however, that what I am looking at is the trend, that is, all-
in-all, across the country, is state funding for adult literacy
education going up, going down, or staying the same? As far as I
know, this is the only way that information is currently collected at
present.
And of course, as you have done, Carl, providing additional
information is very welcome, and some readers may benefit from this.
So, colleagues from states other than New Hampshire, Rhode Island,
and Connecticut, could you provide the news from your state -- as
your state funding gone up, down or stayed the same?
