The data the OMB was using was "outdated" for the previous evaluation they
were looking at data from 2000 or 2001?? - most states/programs were just
implementing more sophisticated data management systems; additionally, don't
forget NRS expanded levels in 2000 - somewhat like what has happened this
year with ESOL levels. This time around the data is more recent, but I
suppose it will always be one to two years behind. During that time,
state/programs would have made improvements (we hope) where needed.

Can someone explain how the OMB suddenly finds adult ed effective, when
last year there was a move to cut AE by more than 65% because it was deemed
ineffective?
