An update to you: Yesterday, prop 300 was passed. We will be waiting for
word from the attorney general as to how we will need to enforce this.
Ironically, the proposition which makes English the "official language"
of Arizona also passed.

This is true. The reason this was put on the ballot is because Governor
Napolitano has vetoed previous legislation- the ballot measure, if
passed, does not require executive approval. The Arizona Republic came
out against this proposition this week.

I defer to my Arizona colleagues, but this is what I have seen:
Proposition 300 bars undocumented immigrants from enrolling in English
and other state taxpayer-funded adult education classes and denies
undocumented students access to in-state tuition and state scholarships.
(Arizona Republic, 8/2/06)
Governor Napolitano has vetoed bills to eliminate adult education for
undocumented immigrants.

Apparently in Arizona there is a ballot initiative (Proposition
300) that
would require a person to be a US citizen in order to qualify to
take adult
education classes or participate in family literacy programs.
Has anyone
heard of this happening anywhere else?
