To the List,
A reauthorized Workforce Investment Act, like the current legislation
will not address funding except for setting authorization levels.
Usually the authorization levels in legislation are significantly above
the level of the yearly appropriation.
The appropriation levels are set each year through a process that
begins with the President's budget proposal to Congress in early
February and hopefully ends with his signature on the bill prior to the
beginning of the next federal fiscal year on Oct. 1.
In the interim we work very hard to insure that both the House and
Senate will respond to the need for increased funding for adult
education programs.

David,
It is my understanding that the earlier version of the Senate's
bill to reauthorize WIA had attempted to at least restore the cuts the
president wanted (level funding). Do you or anyone else know if that is
the case this time?

Subject: WIA Reauthorization Approved by Senate
In unanticipated action late yesterday afternoon the US Senate
approved, by unanimous consent, the reauthorization of the
Workforce Investment Act. We are in the process of getting the
final copy of the bill but we don't think that there are any
changes from the version that earlier came out of the Senate
Health, Education, Labor and Pensions Committee.
There will now be a conference committee between the House and
Senate to reconcile the two bills. The National Council of State
Directors will update the side by side comparison of the two
versions of the bills on our website and we will be working with
the staff members of the conference committee appointees to
facilitate a final version of the legislation that is in the best
interests of our students.
There will be much more information on this process within the
next few days.....

Art says that so far the conferees have not been named, but that it
appears WIA reauthorization could happen in the next six months.
