AAACE-NLA Colleagues,
• An effort in Maryland to improve the quality of adult education,
and to obtain needed state resources to accomplish this, has resulted
in an impressive report: Stepping Up to the Future, Findings and
Recommendations from the 2005 Superintendent's Panel on excellence in
Adult Education. It has five recommendations:
1) Increase the investment in evidence based adult education,
2) Establish in statute a state funding formula for adult education
to achieve results,
3) Consolidate three existing state funding streams for adult
education within MSDE,
4) Encourage workplace partnerships with businesses and provide
incentives, and
5) Publish an annual state performance report on the adult education
program to document accountability.

According to an October 27, 2005 Washington Post article ( http://
tinyurl.com/bax4q ) the state task force which produced this report
is proposing that the Maryland General Assembly fund adult education
with an additional $26.5 million in increments over four or five years.
• The Massachusetts Coalition for Adult Education is requesting from
its state legislature the second year of a $40 million, 5-year
request an ($8 million increase per year over five years.)
• New York state education authorities are seeking additional funds
from the state legislature. (What is the amount?)
What is the request to the legislature in *your* state for FY07? If
you don't know, please find out. Your State Point of Contact or
state professional association advocacy committee ( http://alri.org/
Rosen/advocacy/advocacy.html ) or state ABE director ( http://
naepdc.org/Members/members_home.html#Connecticut ) should be able to
answer this question.
When you have the answer, post it so we all know what is happening in
your state.
