[AAACE-NLA] Raising mandatory age to 18

In Texas the mandatory age has been 18 for many years
but the law allows for some exemptions; among them, 17
year olds may withdraw from school with parental
permission to attend a course that will prepare them
for the GED. (Interestingly enough, this exemption
does not consider 17 year olds withdrawing to attend
ESL classes.)
