This morning I got an email from our city office of "Emergency Preparedness" 
re bird flu planning; so I reached one person who will probably do something.

I have thought about David's challenge to the list on the advocacy front, and 
it seems to me that we have to do something that fits within our context, 
turns those some think of as "marginal" to valuable members of the community.   
You can only hammer so long on the guilt--people tune out, burn out.    An 
example: our context right now is bird flu.   We (not me, other good people) have 
set up a remarkable network of state leaders who feed into local leaders; we 
have an opportunity and the means to get publicity for adult literacy while 
enacting ordinary civics.

Other cases can be made for other strategies, this is just an idea for how 
the field might go.
