Very interesting, indeed
Do we know what definition of literacy was used or how literacy was
assessed? In the past, being able to sign your name counted as literate but
surely the Venezuelan effort went beyond that. It would also be good to know
whether they used an approach built around hearing, reading and discussing
classic literature (an approach that Spain has used), whether it tries to
build the background knowledge normally taught in school (history, social
studies, science) - an approach that Mexico and the UK in their family
literacy programs are favoring or whether they are adopting the U.S. and
Canadian approach that focuses on life skills at the lower levels.
And just think, now that Venezuela has 100% literacy, they no longer have to
worry about people's ability to negotiate information in print form
Perhaps a bit too good to be true?
Looking forward to hearing more

Subject: [AAACE-NLA] Mass literacy campaigns
I recently read that the Chavez government in Venezuela ran a campaign that
taught 1.5 million people how to read and write in one year, raising the
country's literacy rate to 100 percent. Does anyone know of an article in
English or Spanish describing this campaign and its pedagogical methods?
