Nope, no agreement on core values.
While "pursuit of happiness" works for our understanding of why people line up for literacy classes, I don't think it's a selling point for the general public.
You stress "political values." Are there any other reasons for supporting adult literacy? That would "sell" to the public?
Or can we reduce political values to something that we can agree on?
We are looking for--short, sweet, makes sense, and could fit on a bumper sticker.
