Andres--

Education is not a right past age 16, except in Rhode Island. You wish it were, but it isn't.  "Education" is translated into various behaviors, like providing public schools for children to attend, and using local taxes (most often) and some state and federal entitlements, to supplement the local.

I may have my facts wrong about  age 16--but past x age there is no "right" to education.  We must rely on conscience or "enlightened policy" to provide funds for adults.
