No, he collective will doesn't exist for adult literacy, and why should it.  David is trying to get us away from  the same  old dreary prose uttered on the  subject. 

All I can think to say is somethng like this, when you have to talk with people--
"Adult literacy is an educational opportunity that pays dividends to the individual, the family, the  community, and the country."  Under this you could list the ways--as broad or as narrow as you want.  George's book could provide you with some.
