Additional Information
This position is located in the Office of Vocational and Adult Education, Division of Adult Education and Literacy, Monitoring and Administration Team. DUTIES: The incumbent serves as an Education Program Specialist on the Monitoring and Administrative Team (MAT) with responsibility for providing oversight of grantees and leadership and support for efficient and effective planning and administration of contract and formula and discretionary grant programs, including the planning and implementation of on-site monitoring, review of state plans, and administrative technical assistance to states. Responsible for providing assistance and advisory services to States on adult basic skills programs, adult secondary education and programs for adults of limited English proficiency; providing assistance to State adult education programs with special emphasis on serving educationally disadvantaged adults; dissemination and information sharing activities; and promoting adult education services through business and industry linkages. Serves as a nationally recognized authority for assigned region. Provides professional leadership and guidance to department and state officials in planning, developing and carrying out the assigned program duties. Develops, tests, and applies new program approaches and innovative techniques to better meet the program's goals. Has responsibility for contract administration for selected projects, monitoring, and reviewing progress and results of grants, contracts, and cooperative agreements. GS-13: Provides substantial input into the development of objectives, policies, and long range work priorities for the program unit to which assigned. Provides broad levels of advice to managers in virtually all aspects of the program and activities related to it. Responsible for the research and development of new and revised regulations, program guidelines, and strategies for achieving overall objectives including such areas as: procurement, competitive selection, grant review, and on-site monitoring. Advises managers on important aspects of program operations and interprets program requirements, criteria, rules regulations to assist in resolving controversies and/or settling issues with the potential for significant policy impact. GS-14: Serves as a nationally recognized authority for the assigned broad program. Develops, tests and applies new program approaches and innovative techniques to better meet the program's goals. Analyzes developments and keeps abreast of trends related to the program to which assigned. Initiates, plans, and conducts regional or national meetings, workshops and seminars. SELECTIVE FACTOR: APPLICANTS MUST HAVE EXPERIENCE AT THE STATE OR LOCAL LEVELS IN MONITORING AND DEVELOPING PROGRAM IMPROVEMENT PLANS IN ADULT BASIS AND LITERACY EDUCATION. APPLICANTS WHO DO NOT MEET THIS SELECTIVE FACTOR WILL BE RATED INELIGIBLE FOR THIS POSITION. QUALIFICATION REQUIREMENTS: Basic Requirements: A. Degree that included or was supplemented by at least 24 semester hours of coursework in a field related to the work of the position to be filled (as presented in the description of duties), of which at least 9 semester hours were in education courses. OR B. Four (4) years of experience that demonstrated a thorough understanding of the principles and practices of the work in the education program specialist series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that acquired through completion of a degree from an accredited college or university. OR C. Combination of education and experience - (including at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 hours must have been in education courses.) To make this determination, first convert the amount of the required experience that you have into a percentage. For example, if you have 2 years of experience, as described above, then you meet 50% of the experience requirement. Then convert your amount of education into a percentage. If you completed 2 years of college, and have completed the required courses, then you meet 50% of the education requirement. If the experience and education percentages add to 100%, you meet this requirement. OR D. At least one (1) full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. GS-13 1 year of specialized experience equivalent to GS-12 in the Federal government (Examples of such experience include: providing advice and assistance to grant or contract applicants; reviewing and evaluating grant or contract proposals; conducting on site monitoring of projects; providing technical assistance about the management of grants or contracts; monitoring contracts; undertaking special projects for a work unit; coordinating components of a program; advising managers about program operations; interpreting program rules and regulations to resolve problems and controversies; and working with staff and program officials to obtain their cooperation and input) GS-14 1 year of specialized experience equivalent to GS-13 in the Federal government (Examples of such experience include: providing advice to organizations and State officials about planning, developing, and carrying out education programs; improving and evaluating education programs; making recommendations for the objectives, policies, and priorities in a work unit; developing guidelines, regulations, and strategies for an education program; developing, testing, and applying innovative education techniques and methods; developing regulations and guidelines for an education program; planning and conducting regional or national meetings, workshops, or seminars; providing technical assistance to regional offices on demonstration projects; administering grants or projects; and preparing selection criteria for grant and contract awards). You must be a United States Citizen to apply. (Career or Career-Conditional appointment) If you served on active duty in the U.S. Military and were separated under honorable conditions, you may be eligible for veteran's preference. The Defense Authorization Act of November 18, 1997, extended veteran's preference to persons who served on active duty during the Gulf War from August 2, 1990 through January 2, 1992. The law grants preference to persons otherwise eligible and who served on active duty during this period, regardless of where the person served or for how long. The law also authorizes the Secretary of each military department to award the Armed Forces Expeditionary Medal for service in Bosnia during the period November 29, 1995, to a date to be determined. The award of the Medal is qualifying for veterans' preference.
