I can't really answer George's question as posed, so will do my best, and maybe it will help.
1) Short vowels in closed syllables are very regular, the point of the Wilson program series is to move from greatest regularity to least regular. (There are also some sight words.)
2) Putting two CVC or CVCC words together can expand reading skills for those who have mastered the short vowel and letter sounds, as in "bathtub."
3) Which is to say that I like the Wilson sequence as it is laid out.
4) I agree that the concept of sound/symbol is the essential mastery starting point.
